paralysis?? spinal cord t9/10

my neurologist is unsure as to why i am not walking, i have spinal cord injury from a bullet that hit my vertebrae at t9 and chipped of a bone (think my lamina) we have had a mri done and it only shows scar tissue at t7 about 2.5 cm and a minimal buldged disc; however, it didnt damage my spinal cord drastically ie: severed, bruised, crushed, or cut. The mri only showed scar tissue what do u think is the cause of my paralysis?? do you think ill have a great chance for recover its almost been a yr now..
