Tingling Tongue and Left Arm Tingling/Numbness

My father-in-law has been experiencing a low-grade headache, tingling tongue and left arm numbness. He's been hospitalized several times in the last few weeks with these symptoms and they don't seem to know what's wrong with him. At first, they thought it was a stroke because he had confusion and couldn't recognize anyone; however, they said they have ruled out a stroke. The latest diagnosis: migraines. He's 77 years old and has never had issues with headaches before. He has a history of hypertension and has had two heart attacks. The doctors cannot have an MRI done due to his pacemaker and cannot perform any dye testing due to him only having one kidney. We are all scared to death that he is having "TIAs" and the hospital is just stringing him along because they don't know what to do with him. What if the "episodes" he is having are just symptoms of a big stroke on the horizon.

Any thoughts?
