sudden electrical pulses in my brain

This is a brand new thing happening to me. With movement (standing up, turning head, moving forward) I feel strange electric pulse or surges in my head. They are not painful, but they are getting deeper and more frequent. Background: have severe shoulder pain from a type II acromion in each shoulder so my sleep is very poor. Prior to this, I have had episodes of sudden blind spots in my vision occasionally though not lately, and was also diagnosed with psuedodementia due to loss of time episodes and wife complaining I've aged dramatically. Took Prozac for that for a while with no effect, however those symptoms stopped.
Current issue has just onset w/in 2 weeks, and like I said seems to be worsening. I suspect the psuedodemtia diagnosis was close but not correct, something else is happening.
I also have low blood pressure, and am just under the fasting glucose limit for pre-diabetes
