Hemorraghic Stroke

My father who is 55yrs of age. Had a hemorraghic stroke 5 days ago but is still in ICU. They say he had an internal brain bleed but was small. Also swelling in that particular region of the brain, Parietal Lobe. They say it was caused by his out of control blood pressure but Neurologists admit it was an unusual area to be associated with high BP. BP during emergency room visit was 240/180. They won't release him out of ICU untill they can control his blood pressure with just oral medication. He is currently on 3 different types of oral meds plus an IV drip to lower his BP. One Neurologist feels he should make a good recovery while the other one who he has now says he will never be able to work again.

He is fully aware of what has happened and was even aware of the seizure he had at the hospital. He can't get his numbers down such as easy mathematics or know his left from his right. His words also come out wrong occationally but he seems to know when he goofs up. Long term memory is intact. Can carry on a pretty normal conversation with you.

His blood pressure seems to elevate when he gets excited in any way. The nurses have been sedating him to keep his BP down in which it does.

My mother keeps telling the doctors and nurses that he has had a history of out of control BP. But they have no answer as to why his blood pressure continues to elevate so easily. They have ruled out any tumors in the brain. My question is what could the doctors be doing differently to get his BP under control and out of ICU? I would think a bandaide job would only temporarily keep it under control but what could cause such drastic increases?
