Hand Tremors/Painful Muscle Spasms

My husband will be 60 years old this month. From a child, he has always suffered from hand tremors. It seems to have gotten worse as he gets older (to the point where he sometimes cannot hold things). He was recently diagnosed (by a an orthopedic surgeon) with arthritis and a bone spur in his left arm (which is his dominant side) above the elbow, but has had no treatment for it as of yet, however being his dominant hand, it appears to be getting weaker and weaker. Yesterday he informed me that for the last two weeks he has had severe muscle spasms/cramps in his right arm, (primarily on the back part of his upper right bicep), accompanied by tingling. I can actually see the muscle "jumping" during these episodes, and last night he could not sleep because of the intermittent spasms. I gave his some Aleve. Please note that he is a truck driver who works long hours, and this morning he says that it feels much better. I want to know if I should make him an appointment to see a Neurologist and if so, will they be able to speak to not only the hand tremors but also to the recent muscle spasms (which he also gets in his legs on occasion as well, mostly after driving his tractor). Does one have anything to do with the other? Thank you.
